Because “a website” describes work ranging from one page to a thousand. The variable that matters most is content volume, not design. Two quotes for the same brief can differ 5× purely on who carries the migration risk.
Is a cheap Framer site a bad Framer site?
Not always — but below roughly $1,000 you’re usually buying a template flip, not a system. That’s fine if it’s what you want; just don’t pay template-flip money expecting architecture.
